VARA, the Virtual Assets Regulatory Authority, was established under Dubai Law No. 4 of 2023 as the world's first independent regulator dedicated exclusively to virtual assets. VARA licenses and supervises every Virtual Asset Service Provider (VASP) operating in or from Dubai, including the mainland and free zones, with the sole exception of the Dubai International Financial Centre (DIFC), which falls under the separate regulatory jurisdiction of the Dubai Financial Services Authority (DFSA).
VARA's regulatory framework is founded on the Virtual Assets and Related Activities Regulations 2023, supported by a series of cross-cutting rulebooks governing company requirements, compliance and risk management, technology and information systems, and market conduct, together with activity-specific rulebooks applicable to each licensed virtual asset activity. These rulebooks are updated periodically and operate alongside the wider UAE legal and regulatory framework. Depending on the proposed business model, geographic scope, and regulated activities, applicants may also need to consider the UAE's federal Capital Market Authority (CMA) framework, particularly where activities extend beyond VARA's jurisdiction or involve federally regulated virtual asset services.
